Emporia City Commission appoints Kessler to vacancy

Emporia City Commissioners met this morning where they discussed and heard from candidates applying for the vacant commission seat at a study session.

 

Nine applied for the position, with the city commission voting by paper ballot at an action session Wednesday morning. Jim Kessler, a former city commissioner was appointed by a 4-0 vote. Kessler says he is happy to step up and serve.

The other candidates included Travis Hitt, Michael Just, Jesse Murphy, Derek Rhodes, KB Thomas Jr. and Elijah Williams. One candidate, Wesley Shepherd withdrew his name.

 

Other agenda items included discussion surrounding the potential Kwik Shop expansion at 12th and Merchant. A rezoning ordinance was approved changing zoning status of 12th Ave. and Constitution from high density residential to general commercial district. Former assistant city manager Jim Witt explains how this will affect neighboring properties to the west.

The city plans to enter an agreement to allow the vacation of an alleyway between 105 W. 12th Ave. and 113 W. 12th Ave. Vacation of the alley won't go into effect until a building permit is granted.


An extra item was added to the study session that calls for a special meeting next week to vote on a resolution to extend the sunset on the industrial development sales tax. Commissioner Rob Gilligan says it's an important revenue generator for the city and says they have until Sept. 1 to put it on the November ballot.

The city commission has utilized the fund for 25 years to hold the mill rate at a steady level for local property taxes. The special action meeting is scheduled for Aug. 30 at 4:45 p.m.
