Heavy rain, both since Saturday and earlier this month, has had an impact on Emporia’s infrastructure projects — both above and below ground. City Engineer Jim Ubert says the downtown sanitary sewer project is currently on hold, with over 15 inches of rain in town this month. As far as when work can resume…
On top of that, heavy rain has also put Emporia’s new water tower project in southeast Emporia on hold until things dry out. Repaving Weaver Street continues at this time.
Community calendar schedules are also getting adjusted. Keep It a Safe Summer is still taking place from 5-7 pm Thursday, but it’s moving from the Lyon County Fairgrounds to Flinthills Mall. Organizer and spokesperson Rhonda Gordon says there are some other changes as a result of the location change.
Most rivers are in flood across the KVOE listening area.
The Cottonwood is in flood from Emporia west to Cottonwood Falls.
*At Emporia, the river is at 25.38 feet, above flood stage of 20 and above both the original projected crest of 25.2 feet and a more recent projection of 25.3 feet. A new crest forecast and projected length of flooding has not been announced. A flood warning is posted until Sunday evening.
*At Plymouth, the river is at 33.81 feet, above flood stage of 32 feet and down from a midday mark of 33.85. The river could still climb to 36.2 feet Thursday morning — third all-time for the gauge if the forecast holds — and go below flood stage Friday night. A flood warning goes until Saturday morning.
*At Cottonwood Falls, the river is at 13.1 feet, above flood stage of 9 feet but below a tentative crest of 13.4 earlier in the day. A flood warning is up until Saturday morning.
The Neosho is in flood from Emporia southeast to LeRoy.
*At Emporia, the river is at 23 feet, above flood stage of 19 but below a tentative crest of 23.04 feet earlier in the day. The river should go below flood stage Thursday morning. The current warning goes until Thursday afternoon.
*At Neosho Rapids, the river is at 26.07 feet, above flood stage of 22 feet. The river could get to 28.6 feet early Thursday and go below flood stage Sunday morning. The warning goes until Sunday evening.
*At Burlington, the river is at 29.67 feet. Flood stage is 27. The river could climb to 31.6 feet Thursday morning, which would be ninth-highest all-time for the gauge if the forecast is accurate. The flood warning goes until further notice.
*At LeRoy, the river is at 27.93 feet, above flood stage of 23 but below a mark of 28.2 feet earlier Wednesday. The river could still climb to 28.4 feet before noon, which would be eighth-highest all-time for the gauge, and additional rises could happen later. The river is in a flood warning until further notice.
The Army Corps of Engineers is increasing its water releases from John Redmond Reservoir. Releases overnight were at nearly 20,000 cubic feet per second. That increased to around 23,400 cfs at 7 am. Another increase is planned at 10 am to to 27,300 cfs, with yet another increase at 1 pm to 28,600 cfs. Coffey County Emergency Management Director Russel Stukey tells KVOE News the releases are higher than flooding in 1998, which was a year of high flood levels areawide.
Flood-prone areas in Burlington and LeRoy in Coffey County and further downstream in Neosho Falls are impassable or will be shortly. The Red Cross has opened a shelter at the Allen County Community College Red Barn in Iola for residents needing a place to stay. Coffey County residents who decide to leave are told to call the Coffey County Sheriff’s Office at 620-364-2123 so authorities can account for those who have evacuated and those who have not.
This third round of flooding for the month comes after up to 2 inches of rain Saturday and anywhere from 3-8 inches of rain areawide from noon Monday through midday Tuesday. More rainfall is in the picture for the next several days, including Wednesday afternoon and evening. A flood warning affects Chase and Greenwood counties now until 10:45 am Thursday. A flash flood watch affects Coffey and Greenwood counties from 7 pm Wednesday through 10 am Thursday.
Meanwhile, severe weather is again possible across the area Wednesday. Hail and high wind are the main concerns, especially south and east of Emporia, with a non-zero chance of a tornado as well.
