As of 12:01 am Monday, everybody in Kansas will be under a stay-home order, regardless of whether a county has passed an order of its own.
Governor Laura Kelly announced a statewide stay-at-home directive as part of a news conference Saturday. She says prior steps, including a request for a federal emergency disaster declaration, limit on gatherings below 10 people and research into public-private partnerships for testing equipment have helped, but…
With that in mind, the governor enacted a stay-at-home order starting Monday through at least April 19. She says the order will prove more stability and consistency across Kansas.
Residents can get groceries, prescriptions, medical supplies and household supplies. They can also get medical care. In addition, they can go to work in places deemed essential, care for children and family members and they can engage in outdoor activities provided social distancing guidelines are followed.
The governor’s order is based on her recently-announced Kansas Essential Functions Framework for determining what businesses can stay open and which have to close. The framework in Saturday’s executive order is expanded from the original issued Tuesday.

Stay-at-home orders had become commonplace across the east half of Kansas over the past two weeks, with the area county orders all coming over the past seven days. The governor’s executive order supersedes local stay-home or similar orders while the state order is in effect, meaning no cities or counties can issue any document less restrictive than the state order. Local authorities will retain the authority to issue or enforce isolation and quarantine orders.
Area health and emergency management officials have been in meetings since the news conference ended, working to determine exactly how — or whether — things change with the statewide order. KVOE News has reached out to local and area authorities for their comment.
