The State Board of Education was evenly split Wednesday on whether to approve Governor Laura Kelly’s executive order delaying the start of school to September.
Ultimately, the board voted 5-5 on accepting the governor’s executive order announced a week ago. A majority was needed to pass the order, so the order did not pass.
Ben Jones, who represents District 7 or Lyon, Chase, Morris and west Wabaunsee counties, was representative of those voting against the directive, saying this situation needs to be addressed at the local level.
District 9’s Jim Porter, representing Coffey and Greenwood counties, voted for the executive order — even though he was concerned the State Board was not included in discussions before the order was announced.
Ann Mah represents District 4, including Osage and east Wabaunsee counties. She also voted for the executive order.

Governor Laura Kelly’s executive order delaying the start of school until September has been turned down by the Kansas State Board of Education.
Board members voted 5-5 on whether to accept the governor’s executive order announced a week ago. A majority was needed to pass the order.
Governor Kelly had made the announcement a week ago, saying the delay would give schools an extra three weeks to get personal protective equipment and other supplies. The delay would also give time for district leaders to finalize their plans for reopening schools, including education models, and starting extracurricular activities.
District superintendents are currently reviewing the decision.
Regardless of the start time, students, staff and visitors will need to wear masks when schools open. The board did not have authority to vote on Governor Kelly’s executive order mandating mask use, social distancing and temperature checks.
