Clarification will be a major focus for the Emporia Metropolitan Area Planning Commission as work continues on the current draft of city/county zoning regulations.
During the board’s recent meeting Tuesday evening, legal counsel Jim Kaup presented an update on his work with the regulations. Kaup’s key focus is ensuring the regulations fall directly in line with state law.
During Kaup’s presentation, the discussion shifted towards the need for additional clarification within the joint document. Board Chairman Kenton Thomas eluded to the Lyon County Planning and Appeals Board meeting last Wednesday where it appeared to Thomas there was a lot of confusion as to what pertains to city regulations and what pertains to the county.
Thomas tells KVOE News he would like to see further separation between the two in the future.
Kaup says that clarification is crucial when it comes to a mixed document such as the Plan ELC regulations.
The board is planning to observe the county’s movement with the document in the coming weeks to help further develop a roadmap for the future. The county planning board voted last week not to recommend the current set of regulations by a vote of 4-2.
The Lyon County Commission will take up that recommendation during its Aug. 26 action session. An exact date for when a public hearing on the city’s portion of the regulations may take place is currently pending.
