Capt. Ray Mattas says the two suspects hit a cyclist at a currently unlisted location in east-central Emporia around 11:30 pm, resulting in “significant” injuries and the kidnapping of the cyclist. The victim was later located and is safe, although there is no immediate word of that person’s medical condition.
