Voter registration information (information from Lyon County Election Office)
Complete and sign the Kansas Voter Registration Application. There are three ways to submit your application:
*Mail or hand-deliver application to the Lyon County Election Office, 430 Commercial Street, Emporia, KS 66801
*Fax the completed and signed application to (620) 341-3415

Advance voting procedures (information from Lyon County Election Office)
To vote by mail you must download and print an Application for Advance Voting Ballot (AV1). A separate application must be submitted for each election, except in the case of permanent illness or disability.
A person with a permanent illness or disability may complete an Application for Permanent Advance Application Status. The county election officer will automatically send the voter an advance ballot for every election they are eligible to vote in.

Your completed application must be received at the Election Office before 5:00 p.m. on the Tuesday prior to the election. Submit your applications to avoid delays.
The Election Office will mail your ballot within 2 days of receiving your application. If you receive an application with an address other than the Election Office pre-printed on the mailing side of the application, it could delay or prevent delivery of your ballot.
You may return your ballot in person to the Lyon County Election Office by 7:00 PM on Election Day or to any polling place within the county; or by mail if postmarked by Election Day and received by that Friday after the election to be eligible to be counted.
To vote in person, don’t forget your ID. Each voter must show photo identification before receiving a ballot.

Deadlines
You may have your ballot mailed to you starting 20 days before the election.
You may vote in person in the county election office 14 days before the election.
All ballots must be postmarked by Election Day and received in the county election office by the Friday after Election Day.
Special Needs
Special needs voters may receive assistance in applying for and casting advance voting ballots.
Special needs voters also qualify for permanent status so that a ballot is automatically mailed to them without having to reapply for each election.

Advance In Person voting may be done at the Morris County Clerk’s Office:

Advance Voting by Mail
To vote by mail you must complete an Application for an Advance Voting Ballot and mail it to Morris County Clerk’s Office, 501 W Main, Ste 9, Council Grove, KS 66846 or fax it to the Election Office at 620-767-6789 or email it to morris@tctelco.net. A separate application must be submitted for each election. Voters who request advance ballots by mail must submit either their valid Kansas driver’s license numbers or copies of photographic identification documents.
If you are sick or disabled, you are eligible to complete an Application for Permanent Advance Voting. This form is completed only once and is good for every election that you are eligible to vote in. There is no ID requirement for Permanent Advance Applications.
Your completed advance application must be received at the Election Office before 5 p.m. on the Tuesday prior to the election. Submit your application early to avoid delays!
Ballots will be mailed beginning 20 days before the election.
How Do I Return My Ballot?

Anyone may vote in advance, for any reason, you do not need an excuse to vote early. Advance applications are available at the Wabaunsee County Clerk/Election Office, on this website, or from the Kansas Secretary of State’s Website.
You may vote early by:
Voting in Person
You may vote in person at the County Clerks Office, up to 20 days prior to election day, and until noon the day before an election. Office hours are Monday thru Friday, 8:00a.m. – 4:30p.m. Located on 2nd Floor of Courthouse.
Mail Ballot
Mail or Fax application to the County Clerks Office, 215 Kansas Ave, Alma KS 66401 or fax 785-765-3704. After application is received and processed, a ballot will be mailed no earlier than 20 days before an election, and can be sent no later that 7 days before the election. Ballots must be received by the County Clerk’s Office, no later than 7:00p.m. on election day if returning in person, or must be postmarked in mail by election day and received by end of business day on the Friday following the Election.
A signature is required on the application as well as on the back of the mail ballot envelope.
Permanent Advance Voting
A person with a permanent illness or disability may apply at any time to the County election officer for permanent advance voting status. Once a voter obtains permanent status, the county election office automatically sends the voter an advance ballot every election without the voter having to renew the application each time. The application should be specific as to the nature of the sickness or disability; using “age” or “failing health” is not adequate. [KSA 25-1122d(b)]
