Downtown development, water and street system improvements, a runway extension and more could all be addressed during a lengthy agenda for Emporia city commissioners Wednesday evening.
Downtown development items revolve around an application for Rural Housing Incentive District status involving 714, 716 and 718 Commercial. City commissioners will hold a hearing to that end and could issue approval, which would then create the Town Two Company project at those addresses.
In other development matters, commissioners could approve amendments to the industrial revenue bond package approved in 2015 that benefits Smoots Enterprises II LLC as Fanestil Meats prepares to expand its operations at 4700 West US Highway 50 and cease operations at 1542 Kansas Highway 99. This involves a second supplemental lease involving Security Bank of Kansas City.
For infrastructure improvements, commissioners could finalize a $750,000 application to the Kansas Small Cities Community Development Block Grant program to fund half the expected costs for improvements to Highland Street between 12th and 16th. Commissioners could also approve general obligation bonds to help fund a $1.4 million project to improve the low-water intake structure and the low water dam on the Neosho River, as well as a contract for the work.
At the Emporia Municipal Airport, the city could approve a grant application to the Kansas Department of Transportation to extend the runway 51 feet. If approved by the state, KDOT would pay 90 percent of the construction costs. The city’s 10-percent share would be $60,000.
