Tuition rates are going up for all Kansas Board of Regents universities — except one.
Emporia State is keeping its tuition flat for fiscal 2026 after Regents approved the university plan Wednesday. ESU Vice President for Finance and Chief Financial Officer Angela Wolgram says this is a clear sign the university is dedicated to keeping costs as low as possible for students.
Emporia State is keeping tuition flat despite earlier concerns expressed by the Regents last month about a decline in revenues. At that time, President Ken Hush said ESU is moving in the right direction with tuition and the plan is to keep tuition flat until further notice, even though tuition revenue has dropped over 25 percent since 2016. Wolgram says the university’s financial health is stabilizing, with Moody’s recently upgrading its outlook from negative to stable, and she says the university continues its zero-budgeting based approach to ensure costs are as low as possible. She also says there are some positive indications on enrollment, although final numbers won’t be released until September.
At this time last year, Emporia State was projecting roughly flat enrollment for the upcoming academic year effective July 1 and an enrollment increase for fiscal 2027.
ESU has now kept tuition flat for five of the last seven years.
Other universities are increasing tuition between 2.5 and 4 percent.
