Part of the Emporia City Commission’s meeting slate Wednesday will be a renewed discussion about medical facility zoning.
The topic came up in fall 2023 as Stormont Vail began plans to move out of the Cotton O’Neil space at Newman Regional Health — and into a new facility now under construction at West 18th and Road G. Initially, Newman Regional Health administrators objected, developing a plan to have all outside medical providers explicitly state plans and, essentially, justify the need for city officials. Ultimately, though, Emporia city commissioners approved the zoning with no text changes.
City commissioners are officially asking the Metropolitan Area Planning Commission to review current policy and to recommend updates as needed. The goal is to have what the city calls “a transparent, informed, and community-focused evaluation of the City’s zoning regulations relating to medical facilities and healthcare-related uses.”

Separately, the action session includes an ordinance to authorize extended alcohol sales during the upcoming FIFA World Cup as well as land annexations at 1771 Road G, the 600 block of Road 175 and at 4502 West 18th.
Study meting items include data from the Public Works Department, a separate conversation about the city’s solid waste master plan and a budget overview.
