Saudi Arabia and Russia were part of a price war over the past month that flooded the market with oil at a time when demand slumped worldwide. Oil prices plummeted from over $60 a barrel to around $23 a barrel. The two countries are now planning to cut back production by nearly 10 million gallons per day as a way to push those prices back up.
