The Emporia Police Department is announcing a pair of promotions for two longtime officers.
Lt. Kevin Risley has been elevated to deputy chief. Risley has been in law enforcement for 27 years. He has held numerous positions with the department, is a graduate of the FBI National Academy and has served on various community boards during his tenure.
Officer Dominic Vortherms, meanwhile, has been promoted to patrol sergeant. Vortherms started with Emporia Police 11 years ago and served as a narcotics investigator for five years before rotating back to patrol. Like Risley, Vortherms has also been heavily involved in the community.
The moves follow the recent retirement of Capt. Jim Tilton and the long-awaited elevation of Ed Owens to police chief back in February.
