The Highland Street improvement project moves into its third phase this weekend, weather permitting.
City Communications Manager Christine Torrens says Phase 3 involves closing the 1300, 1400 and most of the 1500 blocks of Highland, including intersections at 14th and 15th. In a corresponding move, the city contractor will reopen the 1200 block of Highland.
Work has been underway since March to replace above-ground and underground utilities, as well as the pavement, between 12th and 16th. Twenty nose-in parking spots are also part of the project along the west side of Highland. The goal is to have the project completed by the time Emporia State students return for the fall semester in mid-August.
