Kansas Governor Laura Kelly has pardoned a man convicted in Lyon County over 25 years ago.
Chung Pham was 21 when he was convicted in 1993 for aggravated battery, serving 32 months in prison followed by 24 months of post-release supervision.
Kelly says she factored the nature of the offense, length of time, victim/survivor impact, rehabilitation, criminal history, disciplinary issues in prison or lack thereof and contributions to society before announcing her decision. She said: “Individuals who have long maintained their law-abiding behavior and positive community impact, have earned the second chance a pardon can provide.”
Clemency applications go to the Prisoner Review Board, which reviews all applications before forwarding them for additional review.
